Mr. Chris L. Wingert, P.E. is a native Texan who received a Bachelor of Science Degree in Civil Engineering from Texas A&M University in 1980. He has been a Texas Registered Professional Engineer since 1985. He spent 27 years with the Colorado River Municipal Water District in Big Spring, Texas. He held various positions including Assistant General Manager. He worked extensively on the O.H. Ivie Reservoir, the 156 mile Ivie Pipeline, the Big Spring Water Reclamation Project and several other multimillion dollar water projects.
Mr. Wingert has held leadership positions in many professional organizations including: Past chairman of the Texas Society of Professional Engineers (TSPE) Water Committee, served on several Texas Water Conservation Association (TWCA) sub-committees, former Chapter Trustee for the American Water Works Association, and Past President of the Permian Basin Chapter TSPEMr. Wingert became the General Manager of the West Central Texas Municipal Water District in April, 2011. The District currently has an annual budget of 4.3 million, owns and operates the Hubbard Creek Reservoir and related pipelines, and a staff of 24 people.
